- Preheat oven to 375°F (190°C).
- In a large skillet, brown the ground beef over medium heat. Drain excess fat.
- Add onion and garlic to the skillet. Cook until softened, about 3 minutes.
- Stir in peas and carrots, tomato paste, beef broth, Worcestershire sauce, thyme, salt, and pepper. Simmer for 10 minutes.
- Meanwhile, boil potatoes in salted water until tender, about 15 minutes. Drain and mash with butter and milk. Season with salt.
- Transfer the beef mixture to a 9x13 baking dish. Spread mashed potatoes evenly on top.
- Bake for 25 minutes or until the top is golden. Let rest for 5 minutes before serving.
